To who it may concern: I want to thank and acknowledge Jeff Blubaugh for his hard work and dedication on the Wichita City Council.In 2013 I began to pursue a business venture within Jeff’s district.This venture was to create a new sports training facility for young men and women in the Wichita area.I had begun this venture as basically a small club of baseball and softball teams working together.We had the need for quality and safe practice locations, especially indoor to be able to work out in this unpredictable Kansas weather.
From day one I was met with obstacle after obstacle to create this sports facility.I had found a piece of undeveloped farm ground that we were able to secure to start with.I had built a large metal building on the land for personal use.When we decided to convert this building and land to use for sports and recreation I had no idea of the complicated process to zone the land and comply with codes for the City of Wichita.Fortunately for me, Jeff had an open door to listen to my problems and help to point me in the right direction for help.He supported my plan of bringing a sports program to improve the opportunities of young athletes to compete at a high level.With Jeff’s help I was able to get the property zoned to allow indoor and outdoor sports recreation.Jeff also helped me communicate with the appropriate people in the building code enforcement to ensure we got our facility to comply with local building and safety codes.
We have finally gotten the Academy up and running and we are reaching young men and women from all over the area.Without Jeff’s help I do not know where we would be now.We have a growing business in South Wichita and hopefully improving the community we are in.Through this process I have learned much about the political process within the City of Wichita and I can proudly say I am a Jeff Blubaugh supporter.I know he will continue to help the community and make sure the people with a dream are given the support of the City Council.Thanks Jeff!

Letter from Elementary School Principal It has been an extreme pleasure getting to know Jeff Blubaugh since he was elected to the Goddard School Board. I have been in the district for 12 years and I have never run across a person who is more dedicated to his family and his community. Jeff is actively involved in all aspects of our community. He is a coach for his son's football team, serves on our school board, and is active in all of the community events. I had the pleasure of working with Jeff at his church's auction/fundraiser this year where we raised around $36,000. Jeff works very hard to connect with people and does everything within his power to seek people out and 'listen'. I believe he would be an incredible asset to the city council. Because of his community involvement, and his desire to have a positive impact on the world around him, he is aware of issues that may be cropping up and has the tools to address those issues. I have served with Mr. Blubaugh on the USD 265 (Goddard) Board of Education since his election to this position, and I am associated with Mr. Blubaugh through the Goddard Chamber of Commerce.
Mr. Blubaugh has a strong educational and business background as indicated on his resume and while these credentials are impressive and appropriate for a City Council member, it is my work with Mr. Blubaugh on an elected board that I wish to address for your consideration. As a second term board of education representative, I have had the opportunity to work with a diverse group of board members over the past six years, and have observed various approaches to elected office. It is my opinion that Mr. Blubaugh is a hard working, dedicated, and trustworthy person who works well with others in the challenging task of policy making, planning and budgeting for the school district. He has been a very positive addition to the Goddard Board of Education and I believe he would make an excellent addition to the Wichita City Council.
Prior to, and after board elections, Mr. Blubaugh invested a great deal of time to educate and prepare himself for his work as a board member. He visited with board of education representatives and met with district administrators, staff, and patrons. (Our district serves the families of over 5200 Goddard area and West Wichita students.) Additionally, he voluntarily invested time to attend new board member training sessions presented by the Kansas Association of School Boards. For his commitment to these educational training programs, he earned a Leadership Academy Award this year. I feel this speaks to Mr. Blubaugh’s commitment to prepare himself to be a responsible elected official who understands his role and responsibility, the mission and vision of the organization he serves, and the policies and procedures which govern this body. Likewise, it is my belief that Mr. Blubaugh will diligently prepare for the role of a Council member.
Mr. Blubaugh’s experience in business, marketing, and the real estate market has been a valuable resource as the district plans for current and future district needs under challenging economies. His knowledge of demographics, taxation policies, and his understanding of capital projects and budgeting with proprietary funds provides makes him well qualified for the important strategic planning process of the City Council.
Finally, Mr. Blubaugh works to build trust among his constituents and his fellow board members, and he supports strong communication channels. I mention this because I feel communication is a critical skill for our elected officials and for the optimum success of any organization. Mr. Blubaugh communicates effectively whether at the board table or with a citizen advisory committee like a school site council. When elected officials are approached with issues of concerns by patrons. Mr. Blubaugh listens carefully, asks appropriate questions, and works through proper channels to resolve issues.
He is actively involved in his community and consistently participates in community service which keeps him in communication with patrons of the district. This builds trust and credibility with his constituents, a commendable trait for an elected official.
These are just a few examples that speak to the character and qualification of Mr. Blubaugh for this important City Council position. I believe Jeff Blubaugh to be an ethical and trustworthy person who will be a strong public steward, and for these reasons I offer this letter of support for Mr. Blubaugh as a District 4 interim position appointee.

I am sending a request for you to strongly consider appointing Jeff Blubaugh as Interim Councilmember for District IV. In addition to the many accomplishments noted on his attached resume, you will also see his strong involvement in community, civic and church activities.
I have known Jeff for a number of years beginning when he attended Chaparral High School where I taught. Jeff was always polite with a sense of humor, an inquisitive mind, and motivation to complete a project or goal. These qualities have served Jeff well as an adult in acquiring a formal education through Bachelor and Master Degrees and specialized education as a Licensed Broker as well as continuation through adult education programs. Jeff has used the skills gained to become a successful business person in Wichita and Sedgwick County.
Jeff is currently serving on the Goddard School District Board of Education, showing a willingness to learn the financial, regulation and contractual complexities of a local school district/governing body. I realize that this group has a very important decision to make concerning your interim appointed Council Member opening. As a tax paying citizen and resident of Wichita, I try and stay involved with local politics-especially those that can directly pertain to my family and I. Your work is greatly appreciated, and I know each of you take your positions very seriously.
I have had the opportunity to work with Jeff Blubaugh in several capacities. First, he serves tirelessly on the Goddard Public Schools Board of Education. He has shown a passion for doing what is best not only for kids, but also the entire patronage of the USD 265. He has also served on the Southern Ridge Home Owners’ Association executive board with me for the last two years. Being a Real Estate agent, Jeff knows the many intricacies needed to help keep our board focused on decisions that will help our entire community. He also focuses on drawing new businesses into the area our community serves.
Mr. Blubaugh showed great passion in the November elections. I attended several forums in which he was present. He proved time and again that he is well versed in many of today’s hot topics. School finance and funding, equalization, student achievement, and growing the economy were all items that I feel like Jeff knew a great deal about.
Jeff Blubaugh is someone that cares about his community. He volunteers for many community organizations. He serves on Junior Football boards, coaches as a volunteer for junior football teams, and is passionate about the future of our community.

I would like to present a recommendation for Jeff Blubaugh. I have known Jeff Blubaugh and his brothers Jason and Jamie for over 15 years. I attended Jeff's wedding. I have attended Jeff's family functions at his home. I have attended Jeff's many business related functions that provide fun, friendship, and relaxation. When I was preparing for marriage in June 2007, Jeff was my realtor that sold my existing home in west Wichita. Jeff was also the realtor that sold my engaged fiancée's home in Valley Center. When my wife and I neared our marriage in 2007, we bought our current home with Jeff as a realtor. Jeff showed so much honesty and integrity that we trusted 3 home involvements with Jeff and his brothers Jason and Jamie. Jeff has been consistent in judgment and Jeff has a fantastic family in West Wichita that has been a joy to watch grow up in front of our eyes. Jeff is at every parade with his company showing his great smile and friendliness. I want to state that Jeff has become a fantastic Goddard school board member and has always presented the utmost professionalism and courtesy on every acquaintance. As a graduation in 2012 was about to occur, Jeff stepped quickly to us to say Hi and congratulate us personally on our own son's graduation at the event. Jeff shows concern to every detail. Jeff is punctual, and Jeff is an avid listener before making any quick determination. Jeff is patriotic.
